I had the first round with a consulting firm and it takes them more than a month to arrange the final round and the recruiter is not being responsive. Is that normal?

I have been at my current firm for about 1.5 years, and in that entire time the partner in my group hasn't been out of the office a single time. Is that normal? I joined CG 6 months back and was on training for 3-4 months for Dynamics CRM, completing multiple MS certifications. Post that I was mapped to an account for the project & was under shadow.

After shadow completed it seems like there's no project openings in the account for which I was selected. And now management wants me to go for other certs.
