Counter! If you’re ok with it, say you need $10K or $15K to make the move (you’re meeting them halfway). I would tell them that’s in line with industry standards for your level and you feel your skills and background are on par for that amount. Also see if you can get additional vaca time! I negotiated that in my last job when they had a salary cap. If they want you, they’ll be flexible and do what they can to bring you on.
Not to be a distended scrotum about it, but think “low balls” should be one word.

@SVP, they offered 5k higher than what I am making now (keep in mind I did not tell them what I’m making.) I asked for around a 30k more than my current salary, which sounds like a lot, but I’m underpaid and what I asked for is on par with industry standards. I’m actually shocked they came in so low.
Walk.
I would try to negotiate then walk if they won’t play ball. With my level of experience, I believe (give range again) is my market value. Can you get me closer to $dollar amount?
My rule of thumb is 20% increase at the minimum. Your assuming some risk in switching so you want to make sure your compensated. Good luck.

Definitely counter. But expect them to go lower than your counter. If you really like the place consider negotiating non-salary items.
Hopefully you’re not somebody on my team, but... counter. If they really want you they’ll pay you more. Just remember that if you have to fight for this you’ll have even harder fights a year or two down the road when you’re looking for a pay increase.
You should definitely have a conversation and express surprise that the offer is so far below what you’d previously discussed as your requirements. Ask them what’s changed between now and then. And if you really do want the job you need to tell them that you can’t take it for that salary and give them your requirement, even if it’s the same number.
Agreed with the above! Stick it out until you can find a place that can give you the $$ you deserve. Plus, if I’m correct in my assumptions, your team will miss you greatly 😔

Just went through this though they were at least 10% above my current. I asked for more PTO, and while I still felt they were a little short overall, there was more opportunity for growth/movement to the next level so I took it I was also stalled and miserable at my last gig. So far I think it was the right choice
If it's a holding company agency they most likely won't budge because getting approval for a budget increase will take months and months and the team that needs the help will just move on
If they aren't willing to meet you halfway, I'd walk. That's red flag, if I've ever seen one
Definitely counter, negotiate for more PTO or other non-salary perks, and if they still can't meet you at something closer to what you ask for walk and don't feel bad about it.
Counter with your previously-communicated requirements and walk if they don’t meet them.
