Well, the first thing you need is managers who *ever* give feedback to their staff, and know how to give effective feedback. HR didn't complicate performance reviews, managers did, because they're too chickens**t to give corrective feedback and too incapable of giving effective, actionable positive feedback beyond "hey, you're doing great!"
I'm not trying to complicate things, I'm trying to get managers to do their jobs. There's a verb in the word "manager," and too few of them have any clue.

I agree with performance reviews. I think we over engineer them to the point they lose meaning. I have had better outcomes from honest conversations than long forms and ratings.
