My manager ask me to withdraw your resignation if you want to get promoted ?

At what point in my career as a receptionist should I consider asking for a raise? After one year? After five?

Mid level Electrical Engineer in the greater Baltimore, MD area making $115k base w/ $20k sign on bonus. No yearly bonus. I started this job in April of this year. 2-3 years experience. When I onboarded they told me to expect promotion to EE III in about a year. Performance reviews coming at the end of the this year and I’m wondering 1) if my salary is on par with what I should expect 2) how to approach conversations about raises and promotion with my supervisor. Tomorrow, I know I will be asked to continue pushing forward with pre planned campaigns that upsell products and services that to groups already in dire straits. After the events of this weekend, I ethically disagree with acting “business as usual”. Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Tried researching this for hours but only found info on applying to other agencies.

Thoughts on going from a national firm to a smaller one with ~200 employees and $65M in revenue? I’m a first year tax manager and can get a 33% raise by going to this firm.
