And the Big 4, once known as the Big 6, all started as accounting firms. They all started expanding into consulting because of procedural and compliance aspects of accounting. Their lack of knowledge of management and leadership meant they billed for all their time learning what they didn't know, and then mis-applying that learning.

Ok I have to agree that there are at least two very different situations in which companies hire consultants and workers loath them:
1) The scenario I had in mind: Execs want to bring in fresh, smart, ambitious people to have a material impact in an area where the company is struggling, and some workers loathe the consultants bc it threatens their perceived power and competence
2) The “scapegoat” scenario: Execs have decided that they need to make an unpopular decision without shouldering the blame, e.g., firing a bunch of people, so they bring in consultants to validate their decisions and take the blame
Both of these situations happen
Consultants are expensive and they want to know are they really worth what they are paying for them; also if consultants keep trying to find opportunities to sellwork, they (especially procurement) get skeptical. At the same time if their experienced executive team can’t figure it out/produce desired results, they need ideas from else where. They end up paying for consultants to give them different ideas and let them know what’s happening in industry or some other lens to provide them. In some cases, they hire consultants to confirm the direction they wanted to go anyway
