Because people there are willing to work for less money relative to other cities.

Does atlanta seem expensive to you? 1br heart of midtown or buckhead is 1500 or 2k for the newest luxury. You'll live.
You aren’t getting a Lux building for anything near that
Atlanta used to be fairly cheap compared to similar sized cities elsewhere. But housing has gotten much more expensive in the past decade or so, and it's not nearly the bargain it used to be.
Most of the companies on FB don’t generally hire people in places that are actually are LCOL, so cities like Atlanta are just LCOL compared to other HCOL cities.
It’s very frustrating to see cities like Boston, DC, Chicago considered MCOL when they are among the most expensive places in the U.S.
I don’t disagree on some level, but more making the point these are major metros no matter how you slice it. Chicago isn’t Topeka or Boise.

Crime keeps the prices low
Because the cost of labor is lower
Sometimes it's a supply vs demand thing. If there are a lot of people with appropriate skills for the businesses in the area, cost of labor goes down. If there's scarce talent, cost of labor goes up. I don't know how that's evolving with remote work.
mcchickens are still around 1 buck there, portland has it for 2 something and sf almost 3. switch locations on mcd app and its kinda interesting to see the prices of different places
Most importantly, never eat the McChicken
