What?
The two questions in your post both tie to the same end result of an agency hiring you at a lower level AND “lying” to you by not telling you you’re overqualified (therefore not an OR statement).
If you’re asking whether an agency will preemptively mention that you are overqualified and recommend a higher position, that is dependent on your interviewer. Some do, some don’t, and I wouldn’t consider it “lying” if they don’t, since you’re the one who opted in to the interview. I’ve had interviewers tell me that I’m overqualified for a role out of courtesy, it’s then on you to make the call whether to proceed or not. Individuals are hired against scopes, it’s going to be rare for you to come in for an AAE position and them to tell you “you know what, let’s bump this up to an AE.” It usually happens the other way around.
TL;DR: Even if agencies tell you you’re overqualified, it’s unlikely to affect your title due to scopes. It’s on you to conduct proper research into your comparable title ahead of time.
