If you exceed your billable hours Monday through Thursday and don’t have much work to do on Friday, is it okay to leave early?

A recruiter asked me what my billable hours were to negotiate salary for an industry position. Weird right?

Is there any point in charging time to GAA (general and administration) if you've already hit 8 or more hours of client billable time for that day (e.g 8 for project + 2 for meetings/internal stuff).
