You answered your own question - you said the place you live in is really important.
I’m the same way and totally get it. Where we live is where we spend most of your time (especially these days with wfh), and it’s important to enjoy being there.
So for you a nicer apartment will likely bring you more joy than anything else you’d spend that money on. If you found a place you love, enjoy it!

The extra 50 sq ft will give you space to do yoga, to bring happiness and peace of mind (or so they claim).
You should spend the extra money wining and dining someone to make into your partner and hopefully have children. Then add a mortgage in a nice neighborhood with good schools, which means you’ll pay a hefty price for it. Those words of yours will quickly turn to how do I make more money to keep up with the lifestyle I used to have? 🤣🤣🤣

You could get a ski lease for the season in Tahoe, cover all your other costs for an awesome season of winter sports. And get a membership in one of the wine clubs (or more than 1) in Santa rosa or Napa and a good few weekends out there.
You already answered the question, you place value on your living situation. Also I think a view is particularly good when you are new to the area. It encourages you to explore.
If you don’t find the 18K worth it after a year you can always look for another place. Even at a high COL 300K is real money for a single person so I bet you can afford it.
