Talk to your boss and/or HR. Personally, I would think that's an acceptable ask. I wouldn't expect them to pay you for days that you don't have available bereavement/PTO/vacation to use, but offer to use whatever days you have accumulated and take the others unpaid.
All you can do is explain your situation and ask HR what your options are. 9 days seems reasonable for travel outside of the country but whether or not your company can pay you / accommodate you for that can only be answered by them.
If that is the policy there is probably not much you can do. It seems pretty restrictive to me. I would try to discuss with someone to see if they will accommodate you. Otherwise you will likely need to use vacation days or not get paid for the time off
