I do for seedlings, mostly so the soil surface dries faster to minimize algae buildup under the intense lights. Some people believe it helps encourage them to grow stronger stems, but I didn't see that effect when I started using the fans. Stem strength normally isn't an issue if the seedlings are getting enough light.
Normal houseplants usually don't have algae issues in my experience (not enough light reaching the soil) so I wouldn't expect much effect from a fan.
What are you hoping to improve with your houseplants?

I have found that seedlings in a windless environment can get weak, they're just not used to moving. So a fan moving some air around does help them toughen up, I'm sure. For larger indoor plants a fan can probably help them just because dust won't accumulate as much. When plants get dusty they can't get as much light, of course, so it's good to periodically dust your plants or wipe them down with a damp cloth.
