I think HR should only be guiding it. Leadership decides the culture unfortunately. It has to come from the top down.

I’m currently in an HR dept that is chaos, and I see it leeching out. From new hires to leadership, this is guided by chaos. It’s a domino effect, definitely.

HR has no power especially when it comes to culture. That comes from the business. HR gets a bad wrap and gets put in the middle. It’s not a profession for the weak.

I recently obtained my PhD in Industrial-Organizational Psychology, and I do have a BA in business management. One of the reasons I pursued my doctorate program was due to a leader lacking the knowledge on how properly build a good culture. That is not something you learn in business management.
When I hear position HR or human resources, I feel it is exactly what they called, RESOURCES. The have the know the policies, and know how to enforce them.
Creating a good culture has a lot of parts to it, and with imzindustrial Organizational Psychology there is a lot of overlap in skill sets, but the IO digs a lot deeper then a human resources.
