Tufts might work for you. They can study biotech as a secondary major with specific other majors. Idk exact enrollment, but they should be in the upper end of your limit.
I graduated from Ohio State University's Health Information Management & Systems (HIMS) program ~4 yrs ago and loved it. Even though OSU is massive, I had the same 26 "kids" in my cohort throughout my junior and senior year, we all became great friends and would get together to help each other study most days. Great professors, excellent job opportunities after and internships throughout. I found it extremely interesting for someone that enjoys learning about healthcare but also learning about business.
After graduation I moved to SF Bay Area to work in health tech and have found my career both exciting and continue to stand out on resumes based on the skills developed in college etc.
