We did an intervention at that age because my son was slow to speak. Because he was so young, the doctor recommended that we just go through the state because they were good enough and cheap enough to handle early cases. The state came to our house over the course of three months and did some general testing with him and found out he was fine on track and that his sister probably talked enough for the both of them. I think they were qualifed enough to make that decision.
He is progressing normally now but has a bit of a lisp which he's in speech class during the day at public school. We've seen a ton of improvement just from weekly classes focusing on it.
My son is 6 now so it's hard to say if any of this was caused by mask wearing (FYI not some antivaxxer) and him not seeing people's mouths moving for most of younger years.

We're in a nice area too but the state came to our house and was generally easier to work with. They had first available slots and sent someone right away.
If she had told us he was seriously delayed I probably would've gone private after that but it was a good first choice for us. Definitely happy with the outcome and the work done.
We did this. I found the state people to be productive. I found private provider mixed bags. 1 was great. The other installed a lot of anxiety in us as parents that i dont think was justified and im conscious that she got paid per visit. If she had her way, we’d basically have given our 16-mo a tongue replacement by now.
Id just be wary of the private ones.
My wife is a SLP, but for a bit later than EI. However I’d definitely recommend getting EI if you’re concerned. The sooner the better. My wife practices privately and usually suggests to people that they go through the county if they qualify but it can be hard to qualify so they usually go for private. Keep in mind you can have your private SLP provide a “superbill” for the services they give and you could submit to your insurance company for potential reimbursement. I've had 3 kids use speech therapy via EI and Intermediate Unit. One only needed it from 2-3 years old, the other one still gets it in elementary school, and one is just about to start.
The county contracts with licensed speech therapists and they have all been great. Once one person was assigned to our child they stayed with them until they moved up to school or were discharged.
One nice thing with using the county or state is that if you don't like the therapist you have, you can contact your services coordinator and request someone else. There is a risk of delay though if no one is available.
