Depends on the company.
If you have it in writing, you should absolutely ensure that they follow through with what they promise you.
If it’s verbal, I can almost guarantee that there will be additional excuses as to why they can’t pay you more right now.
Id push to get any changes in pay or compensation in writing if it’s not already.
Sometimes a delay is aligned to a financial calendar and/or budgets that become available after certain benchmarks are met in the business.
Honestly, yes it often does - just dependent on when they decide to share the news with you. They could wait until all the i's are dotted and the t's crossed but there's a chance they wanted to get you excited about the promotion sooner vs later.
Also, it may take a little while to fill the position to find someone as good as you. So there's a chance you may be stretching for a little bit. It all comes down to how much you like your team, your job, your agency - if you do, this will probably not be a big deal. If you don't, it may feel like too much.
It should. That’s bad internal business practice. You need to flag this you should be compensated when you start your new role or there should be a process in place for back pay.
Sometimes you’re given the OPPORTUNITY to do higher level work and responsibilities before you’ve proven to be capable or effective. This often happens with departures or restructures… in this case, it would not be uncommon to try some of these new responsibilities “on for size” before the formal title and/or comp solidifies it.
Either way, this should be clearly communicated and executed.
