You just have to gather some reliable data you can present with a degree of certainty and demand it. As an internal transfer you could plausibly argue that the hiring group has the advantage of verifiable performance information to gauge your value versus less reliable information on an external hire. If your performance is great then demand the top market value.

I currently work as a Contracted Software Engineer and I’m set to finish my contracted time at the end of October. To stay ahead of game I started to move forward in the interview process with another opportunity as an Application Software Programmer and just received notification that I got the position. I’m currently a Grade 11 at Cisco. With the recent pay structure changes my annual comp will be $150k + 12% bonus. I live in a large metro area in the middle of the US. Estimated tax payment question:
I converted $30k of rollover 401k into a Roth IRA and have $26k of realized ST Capital Gains this year (Roth conversion in end of Q1 and most capital gains in Q2).
My total federal withholding tax last year was approximately $12k and this year I will have 40% more in reported income on my employer W2 and anticipate higher that $12k federal withholding for my new job. Given this, what is the best way to go about making est. tax payments for the income (continued.)
