SC to M, promotion in CBO.

I was promoted to SC in Aug 2020, and milestone year shows 2024 (4 years).

Is this normal I thought SC-M was 3 years and 2 for an early promo.

Can anyone suggest if it's even possible to try to get promoted in 2 years? Just don't want to put in extra effort and getting disappointed later.

My colleague is going on maternity leave for 4 months and I was asked to cover some of her projects which are step up in responsibility than what I’m currently operating at. Some peers have suggested I ask for a raise to accommodate this but I’m not sure I agree as I’m only covering her while she’s out? What are others thoughts about this?

CTR, contracts and department overhaul

our marketing dept is undergoing a complete overhaul. under old leadership, a $75k 12-mo contract was signed to a marketing group that handles our SEO, blog and everything Google Ads. All things I can and am in training to do. Current CTRs on G ads seem pitiful at no more than 0.75%. My meta ads coast around 4-6%. During this overhaul, would it be wise to not renew our contract, and negotiate for me to take over these roles and leverage a raise?

Mid level Electrical Engineer in the greater Baltimore, MD area making $115k base w/ $20k sign on bonus. No yearly bonus. I started this job in April of this year. 2-3 years experience. When I onboarded they told me to expect promotion to EE III in about a year. Performance reviews coming at the end of the this year and I’m wondering 1) if my salary is on par with what I should expect 2) how to approach conversations about raises and promotion with my supervisor. Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Feel like audit scheduling is always done on a knifes edge in that the timeline and staff schedules are enough so that if everyone works 60 hour weeks and no issues are identified then it can be filed on time. But even small things that increase the work can wildly throw off the schedule and cause hours to skyrocket for the staff on the job. No real point here, just ranting.
