Do what every other major country on earth has managed to do and have a single payer system.
Decouple it from employment, for starters. A New Deal relic that makes no sense.

How can we get to a single payer system without putting insurance companies and their thousands of employees out of business and jobs?
This is one system where the person who benefits from the product has absolutely no or very little influence on the purchase decision. How is that a market-based economy? Which means most market-based forces won't apply.
have doctors and hospitals publish their rates (being tried already). Step up and step down each person's rates depending on how much they use insurance, like auto insurance does. (Similar to the wellness program s many of us have, which only step down). Have a safety net for anyone who has a costly to treat disease.

No more dark UX patterns (which defines EVERYONE today, even Oscar) and the content most health insurance companies put out is not just god awful, it's insulting.
Thanks for letting me rant. We are advertising folks. One misconception I see is that many people don't believe they are responsible for their own health, "modern medicine will fix whatever ails me." Can we persuade more people to eat better? To walk a bit more everyday? Can we teach more children to like vegetables?

Another policy thought: provide free and easy preventive care even to people without insurance. Right now, insurance pays for annual exams, but what if you don't have insurance?
Set up a convenient, low or no cost service to take people to their doctor appointments.
We have it. It's our free clinics. It's awful.
