It’s not your problem but the solution is to just record your budget. That’s it. Who cares if you work more or less.
I spent 8 years at the Big 4 and never once tracked or recorded my actual time. I just charged whatever was budgeted. The amount of times someone asked me about it was zero.
When I became a manager the amount of times I cared about what a staff charged as long as it was within the budget was zero. Just make life easier on yourself and charge the budget.

Well now the secret is out, so don’t expect the time sheets to be accurate.
Ask yourself why work is being assigned to others when you have availability.
Can’t really blame a new hire if they aren’t being assigned work.
You suffer if your billables are low because that is a reflection of the work you’ve put in. Whether it’s a fair reflection is a different story. Believe this or not, but some people don’t work as hard as others. The differentiating factor (at least one of them) is your utilization. This is also how the firm gets paid so if you’re not charging hours, you’re not making the firm money.
And you should always record your admin time
Or the "don't take on more work, because I have something in the pipeline" that 80% of the time never pans out
