Proper etiquette would be to decline the first offer while you shoot for the other gig. But to de-risk your transition, you can accept the first offer then renege if the second one pulls through. Generally there aren’t major ramifications, just that the first offer people will be pissed. But these firms do things in their best interest all the time, no reason the individual shouldn’t do the same. But wouldn’t make a habit of it either.

200k is definitely doable especially if you have experience leading teams. For just a single role player it may be a stretch. However, I’m not as familiar with the M365 market.
Definitely accept the job and continue to interview for that role. The recruiter may just be giving you the higher end of their band. Nothing to say you might interview and they consider you for a lower role with a lower band.
Also make sure it’s a full time role, benefits, bonus and severance payouts. Don’t feel bad, some firms will lay people off in a heart beat if the pipeline gets soft.
