It depends if you are considered a tax resident for U.S. Federal (Form 1040) / California purposes (Form 540). If you are considered a resident then you are taxed on your worldwide income regardless of where the income was earned or received from. There is relief on the federal side through foreign tax credits but not for California.
* note that you can actually be a tax non-resident for Federal tax purposes and a California tax resident at the same time. You should hit up an HR Block Expat tax services for advice specific to your situation though.
Technically yes, but would they care about tax on $200? No
Sounds like you're a California resident so yes, you would pay tax on worldwide income. Citizenship doesn't matter.
