I went through the entire recruitment process and got selected for IBM ISL. Now I am being told by the HR that they are unable to release offer as there is a hiring freeze.
Can any one please tell me if its correct or just an excuse not to give me offer. If its true, when will this freeze be removed?

NYC, 3 YOE, $70k (but I secured this salary with 2 YOE.) Job-hopping is really the only way to significantly level-up your pay, and if they're not paying you enough to survive, you shouldn't feel bad about bouncing.
With 4 YOE I think you can be pulling at least $60-70k in a remote gig, likely more.

I INTERNED in Jacksonville FL making more than that. You definitely are underpaid.

There are salary reports that the large recruiting firms put out every year. They factor in location. Look at Siftly or the creative group. Or a local recruiting agency.
It really depends on your location. When I was working as a Graphic Designer in a smaller town with 4-ish YOE I was making 42k But that was pre-recession. I didn't get more than 60k until I moved into studio management. But 42k was more than 60% median for my area. I've since moved away from the title of Graphic Designer. You may try updating the title from Graphic Designer to Visual Designer. That would give you an income boost if you were to switch jobs.

10 years ago I started at $40k with 1 YOE out of college as a in house graphic designer in the midwest. Definitely, under paid. Like others have said check out Glassdoor for what other designers are paid for in your area.
I know there is another resource that also looks at your YOE, but I forget the name of it. Also, it might be an HR tool.
