How long have they been in their role?
Do they know what to do?
If not, have you walked them through the steps?
Were they expecting to be promoted senior before you joined?
Have you talked with your manager about their performance? Has it increased or decreased since you have joined? What was their output like before you joined the company?

Move them on to someone else or another team, and recruit someone who actually wants to do their job.
Are you actually their boss? Industry seniors (going off your title on here which may not be up to date) don’t generally delegate to staff so they may be annoyed you are trying to supervise them without actually being their boss?
If you are their boss, bring up these specifics with the employee, get with HR ASAP and get them on a PIP.
Oof that’s incredibly frustrating. You could try a casual meeting over coffee (if in the office) to bring these issues up in a non confrontational manner and make a more personal connection with her. Might not do much but she might be more receptive to you given the effort.
