Just do it. There is no harm and there are rolls out there who genuinely care. And don't send a generic one, make it specific
It is important, but only after the interview has occurred. Sending one beforehand is considered uncouth.

Do you want the job? If so, an email thanking someone and reflecting on what you appreciated most about the discussion is a good idea. If not, probably no need to waste your time

Weird. I've not sent thank you notes in the last 10 years
I've never sent one. Honestly I am never even in touch with the person who I've chatted with. Usually set up through HR and recruiters. No one has ever sent me one either.
I would never hire someone who didn't send me one. These responses go to show - it varies based on the person you're interviewing with, so why risk not sending one? What do you have to lose in sending one? 10 minutes of your time?
