What role within HR? That's a huge area.
Chief
That's still a pretty broad and unfocused area. Since you've spent most of your career as a TA, I assume you want to stick to HR to help people. I would stay away from employee relations. I used to work in that area. We joked that it was the "dark side" of HR since our investigations could cause employees to be disciplined or terminated.
Your skills and experience may be better suited for a business partner.
In any case, do you have relevant certifications? I know SHRM was the gold standard when I was in HR.
If you can, try talking to your employer about your goals. Start by asking for stretch projects to help you dip your toes in, network and get relevant experience before applying for roles.

Hi!
Given you’ve been in the TA sector for over 15 years, I can imagine you have a big network so I would start by looking into whom I can re-connect from my already existing network that might be able to help.
Before doing that though, I would get specific about what area of HR I would want to get into and what’s the value my experience & background can bring to the new company.
All the best!
