I assume bonuses and raises are off the table this year. Does anyone have insight on the likelihood of promotions?

I’ve been in HR now for about six years and have never had a mentor. I’ve been relying mostly on SHRM and other people in the company for feedback. I owned a business for 6 yrs and had a B2C sales role for 3 yrs after (not SaaS). I’ve now been a B2B2C Key Account Manager at a Fitness Tech scale up for 6 mos and would like to be making more $ so am considering applying to other B2B SaaS companies. I currently own the entire (long) sales cycle from prospecting to account management. I’d like to stay in a similar role in another company. Got a 30% salary bump, via an offer for Senior Consultant S&O from Deloitte. Currently underpaid at EY Advisory. I'm MBA and this year is my promotion year at EY for Manager. What to do? Get demoted and move to D? Or counter at EY? Even if EY matches my salary, and promote me to Manager, I will be an EY Manager with a Deloitte SC salary, and probably won't be able to go to D in the future. What do you think? I have built up a good relationship with my Partner and SMs at EY though.
