Good but tough question to answer, there are many different variables. I like to promote from within, but that’s not always possible.
1. In some cases, promoting someone can create conflicts with h/his peers. It is not easy to transition from being peers to manager/subordinate. The decision maker might decide that it’s too great of a risk.
2. Is your position harder to fill than the manager position. The execution team usually has all the certifications and tactical knowledge which makes them harder to replace when they leave their position.
3. The manager might not think that the person is quite ready for that upward move.
4. Moving up might mean that accounts have to be transitioned to someone else. Clients HATE turnover on their account. Hiring from the outside is the easy route to avoid this.
In all honesty the first bullet is the hardest one. The dynamic of a team is so fragile, that promoting someone from within sometimes creates a lot of frictions that are hard to mitigate.
My advice, let your superior know that you’re interested in moving up, and go to them with a plan to show them that you’ve thought it through, and that you have a plan of action. Good luck!
