I always politely ask the recruiter for contact info. If for any reason it’s not allowed, they’ll let you know.
I can't imagine that could do any harm. I mean, it's not that hard to find someone's business email, they're more or less public. So it wouldn't appear like you were stalking them.
I'd send the email, I'm sure they wouldn't think it's weird and would instead appreciate the gesture and that you went out of your way to look for their email. If I was in you're shoes I probably would've found their email as well to make sure that I could reach out and say thanks.
