You would need to take it to HR as your manager most likely can’t authorize leave.
HR is the only one who can authorize it, and even then it'd probably have to go higher up in another department. You can have your manager advocate for you though. I'm not sure what argument you can make. Maybe just ask for your job to be guaranteed?

To get 10 weeks at 2/3 pay, maybe what you could do is say you need to take care of your child because can’t send to daycare due to covid. It’s my understanding you don’t need to have been at company for a whole year to use the covid protected leaves. You can google this.
The issue is that you might look schemey and get people mad. Also, that 10 weeks won’t get you to a year, so you could still be screwed 10 weeks later when you’ve still been there less than a year with no ability to take FMLA leave.
Either way, I just wanted to present that idea to you, even if it’s not something you would do.
