Am I understanding utilization rate correctly? It’s chargeable time over total time? Charged 40 hours and had 10 hours non-charge so my utilization is 80%? If so, wouldn’t it benefit me to understate non-charge hours so my utilization is higher since they only really care about chargeable time anyways? Charge 40 hours still but only put 5 hours non-charge for utilization to be 89% instead of 80%? Or am I misunderstanding how utilization works?

Compliance question here, I have always thought of the SALT deduction on the fed return as a perm item & have treated as such in such sch M-3. I see that some people put it as a temp on sch M-3. What is the justification for treating it as a temp on the M-3. You don’t set up a deferred on the def RF for the state tax deduct & it is also a rate impacting item (I know that some temps can be rate impacting). But this all leaves me to side with perm. After working 5+ years and letting life happen, I ended up back with a staff title (no career/group change). Everyone said I was doing well throughout my career. But most of peers are now managers, senior managers, directors, controllers, etc. I really don’t want to compare, but how do I deal with this so it doesn’t bother me? Has anyone else been in this situation? I feel partly ashamed because all of the work I put in didn’t get me very far in my career.
