Tax assessments are typically initially set at time of purchase. The unit assessed $3100 was purchased at a lower price point than the higher assessed unit. After time, as the county assessor re-assesses property values the units will eventually equalize, but it will take time due to statutory caps in assessment increases. The shorter answer is, the tax assessment of the most recently sold unit will be closest to the rate you’ll pay as a new buyer.
You should browse in California. I’m in SF and pay ~$20k per year in property taxes, while my neighbor who has been in her unit for decades only pays $3,500. And she has a nicer unit. 🤣

I don’t know much about how Illinois property taxes are assessed. But hopefully someone else does.
Some states reassess on transfer, others just escalate a set percent per year.

It’s usually ownership of the building which seems arbitrarily allocated based on size, location (floor, roof access, sunlight), parking etc. definitely worth keeping an eye on for old buildings (learning the hard way) as special assessments will also be allocated by the same percentage.
In Florida, there is a cap on how much property tax can increase per year. There are also tax breaks for seniors, Florida residents, disabled, etc. This prevents vulnerable people from being taxed out of their property just because new sales are much higher. So, if property has been held a long time it will generally show a lower current tax bill - that doesn’t necessarily mean a new buyer will pay that lower amount. By buying the property at a higher price than the last owner, you are setting a new market value & taxes will be based on that higher value. Your mortgage professional can estimate your tax rate on properties.
Veteran status can reduce taxes if filed with the city.
