Don’t eat hours. The senior manager could very likely get in trouble for providing that direction.
Charge all your hours
Theoretically, yes charge all your hours. Though in reality, if you’re taking too long on something or the budget is unreasonably low, you’ll sometimes have to “eat” your hours. It’s bad for both you and the firm but it gives the impression that the engagement is highly profitable
I’ve had to eat over 100 hours on a client’s engagement bc the senior manager only budgeted 3 hours for very complicated consolidated returns (this is everything from calculating apportionment to making the workpapers then the actual return and any admin work)
D1 - you shouldn’t have been asked to eat hours. The only way to fix next year’s budget and fees charged to the client is to charge the time worked so that the discussion can be had with the client.

Yeah that’s not ok. You definitely shouldn’t eat any of your hours. Maybe talk to your coach about it or RL.
There are three instances I have ever asked someone to adjust hours. One is if they clearly did not do a full days work. I gave instructions, checked in regularly, and like maybe 10% was done. It was fairly easy and the time expectations were reasonable. This has only happened twice both times they came back and told me they were doing work on another engagement (without telling me) and charged the time in error. Mind you I was an senior and these were staff. The only other time is IT issues that are not client related but obviously affect our engagement and ability to work. And lastly I gave detailed instructions on how to perform the testing, regularly checked up on the staff and the staff proceeded to do something completely different. So I sit with them again and explain the process and tell them to charge only the time it actually takes them to complete the work in one go around vs. double counting the time since per of it is on them for not paying attention/not reaching out when confused. This has only happened a handful of times as well.
Also theoretically, everything you do is adding value, otherwise they shouldn’t be asking you to do it so 🤷🏻♀️ charge your time. Do ask for budget and communicate as soon as you know it’ll go over, but charge your time.
