I’m an SC but have no MBA. At this point (29, married and expecting kids, have a house) is it worth it for me to pursue an MBA? I have a lot of family responsibility coming up so not sure if I can afford losing income for 2yrs and take on 100k+ in debt. Am I thinking too short sighted? Will having an MBA have a dramatic impact on my career here at Deloitte? Figuring this out is my New Years resolution next year.

Just say no and decline to sign any new documents, you have a signed legal document stating your salary will not change which should be binding for the company. I had a similar experience when I moved from HCOL to MCOL and HR messed up my new salary calc. I noticed it after the move because my paychecks were not the correct amount and altered HR. They came back saying they made a mistake and asked me to sign a new letter with "correct" adjustment, I declined and eventually they honored the original agreement.
Declining is your best option. Be advised your future raises/merit increases will likely be considerably smaller than your peers in the next few years until your salary is back in line with your PA colleagues.
Frame it around “I have already planned based on the salary amount you confirmed and we have since moved forward and locked this in with the transfer two months ago”
A similar-ish miss happened here, though it was cleared up before the move completed and HR agreed to keep the same salary. The issue was the person was above the salary range for a bit, so there were no raises. Person got promoted within two years, so it was good.
