I’m looking to leave the gov but I’m having a really hard time figuring out what salary I should be targeting. Many roles are significantly higher than my current but then many are significantly lower. I’m not sure how my 10 years of experience fits.

Thermo Fisher for Data Engineer in AWS and Python and Ameriprise as Lead Developer for Informatica Powercenter. Ameriprise is offering 50k more in my monthly salary than Thermo Fisher. A HR question I really want to understand. ISRS HR quoted a podcast "The not so great resignation" saying 70% regret leaving and many want to go back to old employer. If this really the case the employee likely left due to higher pay at the new company. If they want to boomerang back they will likely come back at even a higher rate than they left the new company for. So getting double raise when they boomeranged. Isn't it unbeneficial, why not just give employee a 7% raise in the first place?
