Happening to me right now... made it through final interviews and on week 2 of decision, title for my job in their tool changed to something generic...

If they are hiring, there are jobs. Not sure why you would not apply to open jobs. Worst case, you don’t get the call or they put you on ice because of freeze. But you will get some practice and build some kind of network, worst case.
If the thought is that you will get laid off because of recession, tech is not going to be the only sector going down the drain. In fact if tech gets to that point, everything will tank

Please apply. The candidates I've been getting lately are hot garbage! I haven't seen a resume less than 4 pages in over 20 resumes and one was 12... 🤢

It is bad compared to this time last year, but not as bad as this time in 2020. There's a strong recency bias.
If you're burning out as is, it is still worthwhile to pursue opportunities and see.
