For me, as a manager, when I approve my staff for training (internal or external) the approval validates that I am onboard and support the time taken that the employee needs if it's during the workday, so if I need to shift their workload I can do so and it doesn't hinder the production of the overall team. Approvals are also HR's way for me to note "progress and training" officially when it's an internal program so it can be documented. It's not a bad thing, but more of a CYA thing.
No worries, it’s a pretty standard policy. They just want to ensure that you meet requirements for the program and are in good standing (no warnings, write ups, good performance reviews etc).
