Warn them ahead of time and give them a chance to find another job. That would be “human” and actually considerate.
Say something like “there’s an open market right now….”. Not meeting expectations/meeting expectations is such bs and mostly based on how many aholes you have in your group
The first time I had to fire somebody I felt sick to my stomach about it. However I also knew that the person just wasn’t thriving or really enjoying the job at all. I decided to ask them how they were finding the role, and they said they were pretty happy and unengaged….and then to my surprise they said they wanted to quit! We talked a bit about what had been going on in his life, and how he actually wanted to take a career break but was struggling to go for it. We agreed a timeline together.
I know you are unlikely to be this lucky, but the reason I share the story is that you don’t always know how somebody is going to react. Approach the conversation with openness and transparency, and you will know you’ve done the best you can.
If you’ve done all the performance coaching and conversations before now and they still haven’t improved then they likely already know that it’s coming.

“This has been a very difficult decision to make. Please know it was not taken lightly. Unfortunately, we have to eliminate your position.”
Then describe the circumstance behind the decision and any assistance being provided.
If the position is being rehired with a stronger candidate then this approach will make you look dishonest. If it’s about performance issues, state that, recap past conversations and help them to understand where they fell short so they can focus on that in their next role.
If you are able to influence them getting severance? That really helps to bridge the gap during job search and in my opinion can soften the blow. But I know that's not always available or you might not have influence over that
