Yes, that feels low, especially at that level.
I found industry roles are 15-19 days typically then may jump after you are there 2-3 years to another 4 days. Definitely not as much as I got at Deloitte. But also easier to take the PTO actually.
It’s not really the engagement that got in the way or getting permission it was usually bd/sales where leading bids can make time off hard or the need to hit util metrics or sales metrics. There are definitely years where taking all my PTO would cause me to miss targets. And the worst is you can’t really just ‘plan better’ because often I found bench time unpredictable (contracts cancelled /delayed) so you played catch up or proposals dropping and PMDs insisting we work over holiday weekends etc (rightly so as deadline was there…).
+ another 6 days of Personal Time, which functions equivalent as PTO
At that level - you have a sense of ownership of the business and are never “off”
So negotiating an additional vacation day doesn’t even matter that much
