I would ask for a 1500 credit to install a mitigation system and then never bother installing it and just leave your windows open every few days during the summer. -- source: that's what I did.

I’m not sure what electricity usage is. We’ve always had it and hard to say how much electricity each item uses individually.

I own a rental in the Denver area and it has a mitigation system as do most other houses. The mitigation system is just a small fan that exhausts from the crawl space. With an 11 reading I would not ignore it. But mitigation should effectively deduct the level to a safe level. And if that house is an 11 all the other houses are going to be the same unless they have a mitigation system.

I would do another test 30 days after the mitigation system is installed to make sure it’s sufficiently venting the radon.
