1000% red flag. You need to meet. Either funky agency dynamics or the manager is so up themselves

For a creative, your manager is everything. You shouldnt accept that offer until you meet them.
If they refuse, then something is very off.
Have you at least looked at their portfolio? Do you like their work?
Liking their work is important and “fun and weird” is the best kind of work. I’d say you lucked out, frankly.

Huge red flag.
Definitely a red flag. It happened to me when I was a mid-level (my future CD was on a shoot) and I was extremely lucky that they were an incredible manager. But I wouldn’t chance that again.
I had this EXACT same experience. Was told I had to sign the offer and that my manager, whom I also didn’t meet in the interview process, could only meet me 1 week before my start date and with their boss present.
Needless to say I turned it down for this reason.
Red flags all day.
I’ve been hired to work under people I hadn’t met during my interviews. It was horrible at one agency, and wonderful at another. Also had people hired under me which I didn’t know about until their first day(!), but I had luck with those. It’s not uncommon, but it is a lottery
I'm surprised to see so many poeople saying its a red flag. I have never met the manager I was going to be working for in an interview.....I didn't realize that was a thing.
I understand your concern, I had an interview and I asked the interviewer if he’d be my direct manager and he goes “I’m actually interviewing people for the position who you would report to”…. Not a great look.
Yes I even met my potential partner which was great. I just can’t fathom why I wouldn’t have met my manager.

Did they make it seem like someone else you interviewed with was going to be your manager?
Doesn’t seem very serious. They might have not included the manager in the interview process due to some technical reasons.
Ok update people: they changed my
Manager to the one I interviewed with but I know a bunch of people who know the other one and they all said really great things.
