She has had mixed experiences with therapists in the past, so I’m hoping a recommendation would help her find a good one from the start.
Ask your mom to start with her primary care doctor. Not always, but sometimes in people of our age, I'm 64, our depression and anxiety is a symptom of something not balanced in our bodies. I insisted on a full blood work-up. I found it was boarderline diabetic. I changed my diet and my symptoms of anxiety and depression are far less! It also helps if your mom is socially active with others. Doesn't have to other older adults.
She has a gap insurance to Medicare. What is that insurance? For example mine will be BCBS from my district; hers could be from where she worked or a federal program like Medicare advantage or Medicaid. Go through that insurance co for a list of therapist in her area.

I'm so sorry to hear that. Apart from a therapist, I hope she has friends/relatives around to spend most of her day to day life.
