I had the same for a little while.
Moved her to shower and she loved it - she is now 30 months and I shower with her and her 3-month old sister and they both are happy.
Eh, these things come and go - I have 3 girls and each one did this at some point.
One thing to check is for any kind of irritation around their girl parts and butt. We’ve had sporadic problems with this that presented as you describe.

As above, check irritation. But also can you add something new and fun? Ours is going through a hate bath phase as she understands it leads to bedtime, but adding a toy or bath bomb gets her excited
We’ve tried toys… hasn’t done it. I think we may need to try bombs or bubbles. We’ve also tried breaking it out from bedtime and doing it earlier. No go still haha
Any chance the water has a little too hot once? I had this with my daughter.. she dipped her toe in.. water was too hot and she had ptsd for a month…
Yep. Phases!
My kids are all the same. Except it took a couple years of SCREAMING baths to get #2 to stop. #1 transitioned well to showering at that age. #3 is just a no overall. Lol

Yeah, kids are chaos.
Sounds like a phase. Just be patient and check the water temperature. You can also use the reward system to encourage her to take a bath often.
