If your manager is failing you and negatively impacting your career, you have every right to move on. If this is the case, your reputation could be affected if you stay there. I would make the move and present it as though you just need to have more of a challenge and are ready to for a new opportunity. Good luck to you.
You have to think of yourself and how it affects you before thinking of how it will seem to appear to other people. Eventually, it will not be a healthy working environment for you both. Move as soon as possible so you don't have to delay other things as well.
The longer you stay there, the harder it will affect you, your job performance, and you mental health. When shifting, try to focus on the positives. You're looking for fresh experiences, want to learn new skills, looking to advance, or something similar. Don't say you want to leave because your manager, focus on making yourself looking for eager to advance your career.
Before jumping ship, have you thought about talking with your manager? Maybe there is something or some way to resolve the issues. Maybe they need a pep talk. If not, you have every right to protect yourself and move on. Good luck.
