no it does not, tranfer is not considered applying for a visa. The new EO is created to ban entry into the US, not ppl currently inside
there's always the risk of being denied in a transfer, EO signed or not. That doesnt mean you should stop applying for transfers/looking for other jobs. Just be smart and only join the new job AFTER your transfer is approved.
As long as you do that, even if your trasnfer fail, at least you can still stay with the current company

What if you’re on a VISA but went to your home country for COVID and are still working. Can you return to the US?
Tbh you should take care of this ASAP, and try to return.
I’m not on a visa but my partner is - I am almost positive it is applying for a new visa if you move agencies. Definitely not something I would want to play around with.
But transfers get denied all the time. I would at least advise consulting with an immigration lawyer before making any decisions
