Yeah this sounds like the EXACT same story a friend of mine is currently going through. They caught wind that she was interviewing then dangled the carrot of a promotion yet never explicitly stated she was going to get one - -and guess what - 6+ months later - still no promotion. I hope your case will be different though.

Assume you will not get the promotion. If they wanted to promote you, they’d do it - they wouldn’t just tell you they were gonna do it someday in the future. They want to prevent you from leaving and getting what you deserve. They are deliberately setting a trap and you’re falling right into it.
It sounds like you have a lot of faith in them, and maybe you’re right to do so, but I’ve just seen this scenario play out badly for so many people, and it bugs me. Sounds like you’re going into it with full awareness, so good luck!
If you don’t have the time and the distraction will endanger your promotion, then I would tell the recruiter that you’ve decided to wait a couple of months because things are brewing at work and you want to see what happens. That said, if you do have the time, I recommend pursuing the job. It will probably take a couple of months to get a job offer and you can always drop out if you get the promotion and decide to stay. Or you can use the job offer to advance your position. Who knows. Always great to have options to turn down.
I would still do the interview if you have any spare time at all. It's always good to have a backup plan and that job could be it.
It can take a while to get through all the interviews and screenings. I would go through with the recruiter because you don’t know if what your current job promised you is a sure thing.
Not weird, but you can't keep it on the back burner forever. If you truly think you'll get promoted in the next two months and stay, I would let it go. If you know you'll want to leave in case you don't get promoted, I think the interview is worth your time. Just my two cents.

Dangling a promotion =|= guarantee of promotion at all
Well if you are confident in the promotion and you're happy where you are, I wouldn't waste my time with an interview
Its not weird but they may fill the role. Personally I would interview and if you get an offer you can use that as leverage for the promotion at your current job.
