Tell them sure, get their resume, don’t put in the application, tell them they will receive an email if they are selected. All done.
Its an awful idea proposed by Pwc1. Its raising false hopes and also acting as me know it all. The firms are made of thousands workers. So many people are junks. So many people make partners even though they have questionable skills, ethics and other character flaws. Let him go through the interview process. He needs to know what he is lacking so that he can improve on.

In such cases I just refer them... and let the interviewer know they should be thorough with their interviews.

If you think an SC sending a referral link is risking rep, that's been throroughly covered above; last I checked OP wasn't a recruiter. They have no idea what fit looks like.
Be a friend an either A) send the link B) explain honestly why you won't C) have a different person send then a link.
Absolutely amazing how out of touch people are. If OP was nervous to set up coffee chats, that's one thing. This ain't that.

If the aforementioned person is your friend, express your concerns in a constructive manner and then refer them. You should be more concerned about your character than a referral that doesn’t work. Michael Monsoor jumped on a grenade to save his friends without hesitation - dwell on that while you’re figuring out your next action on whether or not to help out your friend.

To provide more context around why I’m asking this; our practice is relatively small (~40 people), so if you refer someone you’re going to receive a message from a colleague (aka the hiring manager) asking your opinion of them and why you think they’d be good for the practice.
I’d hate to submit a referral knowing they’re not a good fit for the firm and then say “yea he doesn’t the have the experience/fit but he’s a good guy and friend so I referred him”
Tell the hiring manager your honest objective assessment. Don’t lie. You are not hiring them, your company is. Just don’t reject your friends before the process even begins. If your company didn’t need anyone, they wouldn’t have posted. Regardless, you should help your friend remediate any deficiencies, referral or not.
Never hurts to refer.
If asked by recruiter or your higher ups then you can ask them to assess the candidate as per their expectations. Gets it off of your shoulders at least.
