Are these benefits competitives?

Personally I would do the first option. If you go to the doctor at all or have anything unexpected pop up during the year, you will be paying a lot for each visit with the second option. For example, a regular primary care visit for the second option could be $300.

Just hit the 1 year mark a couple months ago and I'm at my limit. I haven't been able to focus at work to the point that I'm getting nothing done despite taking time off.
