Was agreeing to pay the ransom smart? Won't hackers keep attacking their sites and probably other sites now that they know they can get money from these companies?

That’s the difficult tradeoff. Paying may reduce short-term operational damage, but it can also certainly reinforce the incentive structure for attackers. The bigger issue is whether the org (in this case Instructure) improves remediation, segmentation, monitoring, and recovery afterward; otherwise, the risk of repeat compromise stays high.
