Plenty of reasons why people enter at different levels and advance at different rates as a fed: their resumes and prior experience support coming in at a higher grade, they're hired on a ladder position, they are more skilled/more aggressive at applying and climbing the career ladder, etc.
Experience with specific programs or duties goes a long way, more so than degrees do, in the GS sector anyway. I was just hired into a GS-9 title that I never actually worked as military, but worked closely with in an advisory capacity and am familiar with all the lingo/computer systems.
I was very upfront in my resume and interview that I never worked directly in the position, but worked in several positions either directly or indirectly relating to it or supporting it.
I didn’t think about it at the time, but for the position I applied to it’s a very low-manned function that not many (if any) would actually be already fully trained/qualified to do. So the fact that I already knew about a lot of the responsibilities went a long way.
The hardest part about the GS sector is learning how to write a “federal resume”. A well written 2-page regular resume will get you nowhere when the expectation is a 5+ page federal resume in a very specific format.
