529 Plan VERSUS Prepaid

We live in Florida and currently have a Freshman in High School and a 16 month old. We hear from our friends and family with college bound children "I wish we would have done Florida PrePaid." After obviously ignoring this for years, we are finally trying to do it before "it's too late" for both children.

Does anyone have recommendations on which plan to go with for each child? I once did the pros and cons on a whiteboard and it seemed like 529 was better.

Have an LIC policy that will be worth arnd 50 lakhs when I surrender it (plan down payment for an apartment). Struggling to convince parents this should be enough for me to move back. They think I should move back when I have more financial security. What more should I plan for ?

A lot of my friends (on H1B) have bought houses in suburbs (or away from City) the past year. I really would like to stay near City (NYC). Any of you considered or have bought apartments in City area instead of huge suburb houses? Any pros and cons that you are aware of?
